1.What did he find?
He found a watch.
Where was it?
It was ____________.
on a chair 或是
on the chair
2.What did she find?
She found a comic book.
Where was it?
It was ____________.
in a puddle 還是
in the puddle?

I, too, agree that both are acceptable.

If the hearer cannot see the pictures, then you should use “on a chair” or “in a puddle” since you are describing what you see in the picture. The hearer cannot see what’s on the picture, so any information will be new to him or her, and so you must use the indefinite article ‘a’.
In contrast, if the hearer can see the pictures, then you can use “on the chair” or “in the puddle” since you are referring to THE chair and THE puddle IN THE DRAWING (especially when there are only one chair and only one puddles in the pictures). If there are multiple chairs or puddles in the pictures, then you must use “a”.

Also, I want to point out the following:

1. What did he find?
He found a watch.
Where was it?

In the third sentence above, “it” refers to the watch that the boy found. Hence, it can only be replaced with “THE watch,” not “a watch”.

http://tw.pg.photos.yahoo.com/ph/chihti ... DBibLqNX_D
Let's Go 3 2nd edition
P.64 section A
P72,section B
connect and draw
而是過去式的使用,可是問題出來了,學生又不能不會用,小女本來用on the chair ,in the puddle, in the tree(p64)
under the tree ,on the chair, under the slide (p72)

If you are just to lazy to 指出是那個椅子, then you might as well just say "it was on a chair".

是說圖裡好像只有一個chair or puddle, so strictly speaking "it was on the..." is correct.

so if there is no picture in the question,
either ''a'' or ''the will do?
then , we should use ''the''?

用"a" or "the"要看情況.如果你覺得用"the"可以很清楚的讓對方知道是那個chair or puddle, then use "the".

Another way of looking at "a" and "the":

Use "the" if the other person will know what you're talking about.

A correctly assumes B knows about sports:
A: Last weekend, I went to the ball game.
B: Cool, I hope the Yankees lost.

A correctly assumes B doesn't know about sports:
A: Last weekend, I went to a ball game.
B: That sounds like fun.

A incorrectly assumes B knows about sports:
A: Last weekend, I went to the ball game.
B: Which game...uh...which sport?

Hope this helps.
